This is the machine that takes the St Ives lifeboat from the lifeboat house to the sea on low tides. The boat is a Shannon Class Lifeboat named 'Nora Stachura', but I can't tell you much about this peculiar vehicle!
Update: I have been informed this is correctly known as a Shannon Launch and Recovery System (SLARS) built by Supacat and retails for around £1.5m
